Second Account/Side Account info

I must have missed it, as I am sure its on this board somewhere. Could someone point me to where the rules are pertaining having a second/side account? I realized I had an account I abandoned that is about a year older than my main account. I was thinking of picking it back up now that the pound is open and I could have some lab rats.
