That whole "Incident II" story doesn't make the least bit of sense. Why would a galactic ruler want to place billions of people around a volcano and blow them up. Which brings me to a gaping hole in the story...
If these billions of people were blown up by hydrogen bombs, what "living" bodies did the spirits of the dead possess? There would be no survivers since Xenu blew them up and hence no Wall of Fire syndrome or whatever Hubbard and his lackies want to call it.
However, I guess that's beside the point.
Firstly, Xenu used hydrogen bombs, not atomic bombs, which is exactly what I would in fact use. Secondly, Xenu didn't place said hydrogen bombs inside the aforementioned volcanoes so you really can't use that analogy as proof my master plan to annihilate Earth and all the pathetic life on it will fail.

Second of all, You couldn't destroy the Earth with Nukes into Volcanoes. They would melt before they got to the core. But it would still be pretty funny to see all of the Volcvanoes of the world blowing up in harmony. And then terrifying as we run for our lives before we become 'Pompeii II: This Time It's Nuketacular!'

Its not an Atomic bomb.
It's Nuclear. Nuclear!
TNT - Atomic.
So chucking TNT into a volcanoe wont do sqaut.
Nor would bumping in a load of Nukes so it's a moot point anyway.
