Good News to Californians who r having pets^^

I just saw the news

From the first day of 2007, owners of pets are not allowed to leave their pets at certain spots for more than three hours, or fine is coming...

and if your neighbors see your are not feeding your pets well, you will be fined 1000 dollars...

No stop it this is ridiculous. I asked to know what spots will incur the fines and you know as well as I do that is or rather was a perfectly legitimate question.
