From what I heard on the local news (I actually live a few minutes or so away from where the victim lived), those who were fired were others who were a part of the show (2-3 people) and the rest were from the promotions department I believe.
The sherrif department here are going to be looking into it as a criminal investigation (seen
here) as the result of the actual audio clips and transcripts coming out of it (I'm not linking to those.)

More news!
The people they fired were the three morning DJs (they cancelled the show too), two other radio personalities, someone from promotions, someone else in upper management, and three other people.
The family is filing a lawsuit now. I don't know what I think about it, people knew what they were getting into doing this. (A kid from Chico, a city about 100 miles north of Sacramento died of water intoxication in '05 and it made news all over)

how is it the presenters fault? it sounds like they're being made scape-goats to me, they probably didnt think up the contest - they were most likely just told to do it.

They are not scapegoats in this case. According to a clip I saw on ABC, since the DJs were encouraging in the behavior and they were very much aware of some consequences of the stunt (in particular a nurse called up with a warning about the consequences while the guys in that group brushed it off by mentioning the waiver) it is possible to charge them in the case.
