Enviromental health wont do sqaut (though i guess it depends on where you live, i just know Derbyshire County council is full of. well. useless people shall suffice)
have a similar problem myself, for four years weve had loud music at stupid hours (four am being the worst) and its lead to a few... incidents, between our families.
the "if your not down here in five minutes to shut them up, youll be here in ten to pick up their bodies" being the crux.
still. nothings happened with E-H.

I rarely see my neighbours. They don't yell at their kids; rather, they let their kids do whatever they want to.
