Hehe, yup, it's a budgie :D His name is Whipper and he lives in New Zealand. Declared a mutant by the vet. The poor little thing got rejected by his mother, but was well taken care of by humans instead. In addition to the strange feather formation he also makes strange sounds and chirps.
