Might be something with that script you are using, non-standard code and all that, I don't know.
Try setting this in your bodytag:
style="background-position: top right; background-attachment: fixed; background-color: #000000;"
like this: <body style="background-position: top right; background-attachment: fixed; background-color: #000000;">

EDIT: Whoops, it just struck me, maybe it's supposed to look like that, can't check with IE as well, it doesn't exist in Mandrake Linux

Edit: That thing with the toolbar etc. is really weird, it shouldn't cut the head like that :/ The background should start where the browser starts.
