I agree! I'm quite the collector/player of the TCG (*looks at all of the complete sets through Hannah and the Ice Caves, including promos*), because my two of my main interests are Neopets and Trading Card Games in general, so how could I pass this up?
I vote for a forum, because the NeoBoards (urgh) are bad enough, especially the TCG one because it's all people selling their cards!
