I can think of one American sitcom that does not rely on punchlines, and that's FOX's Arrested Development. Instead the show uses *GASP!* brilliant dialougue and sight gags.
And now the show is being discontinued. Why? Lack of viewership. *shakes angry fist at the boatloads of reality shows*

I think the guy who plays the boss is hilarious though. I loved him in Anchor Man (even though I hated the movie)... and that part in Bruce Almighty was hilarious.
Hard to judge the show on just one episode though... but it was just alright.

I actually thought he was the weakest part of the show. Ricky Gervais (the original boss) was convincing as a boss whereas this guy simply felt like an actor doing a bit. Since the 1st episode was really just a scene-by-scene recreation of the first original British episode, the constrast was glaring.
I read in USA Today that further Office episodes will have original plots. Maybe then "that Daily Show guy" will get better as he won't try too hard to copy Gervais's character. That is, if the show isn't cancelled by then.
