My theory is that people think names are less common than they are because of nicknames. Robert has a bunch- Bob (I think Bob is for Robert o.O), Rob, Robbie; the list is endless. Whereas you don't see as many just plain 'Robert's walking around. In conclusion, people see Robert as a less common name.
Also, don't forget that this includes everybody from babies to old, old, old folks. Probably a lot of middle-aged and old men with the name Robert (or variation thereof) out there.
