Simple... They want to believe they are, so they make them say bad things. Maybe things that will happen anyways. Like...

It was going to happen anyways, and subconciously the person who asked the question knew it. So, when the dog died they blame it on the board, tell people that if they don't want their dog to die, don't use it, and it gets the reputation of being dangerous and dog-killing.
As for ghosts... No. I believe things beyond our ability of vision and comprehension exist. These "forms" can make something float, be seen or heard, felt, or moved.
