I work at a helpdesk for a mobile phone company, and as far as I know they've never been able to disable a phone using the IMEI/IMSI code of a phone. Besides, they have that code themselves as well, if it was purchased through their services.

What you CAN do to prevent people using stolen phones, is setting a security code on your phone. The PIN code is used for the sim card, but the security code works for your phone! You can find the feature on your phone itself, in the security settings. It's a bit different for every phone and there are usually different levels you can set, but basically it will ask an additional code whenever you want to access the memory of a phone or change a sim card. Do NOT forget this code though, because in most cases you'll be screwed (the phone manufacturer might provide help sometimes, but then only if they're willing)
