Why should you disallow it? There are twenty-five entries in this competition, and it just makes things a bit easier and more fun if you don't have to rate things you've already rated.

Let's say someone asks for ratings on their PPTTG entry before the juding begins, and they get lots of suggestions. So they change things based on the suggestions and decide, "Wow, that looks much better than it did before. Since the round isn't over yet, I can change my entry to this better one!"
Does that make sense?
