Not new I'm afraid (it's been up since at least May if I recall), mostly it's a branded venture (menaing Neopets didn't create the page it just uses their name) to buy the games on that page (they're not worth it though)

it uses iis. I don't think neopets would use iis. it uses apache.

Thats been up for a while now, pretty cool, something good to do when Neopets is down, gutterball is the best!
