Is there any game(s) that give out dubloon coins?

Unfortunately, Flash Games no longer give out any Dubloon Coins. However, you can still win them from Buried Treasure or you can find them buried in the sand at Coltzan's Shrine.

What about the bonus game in Black Pawkeet Slots, doesn't it give out dubloons still?

Yeah, you can get it from Black Pawkeet Slots too.
Lastly, get ye three treasure chests and ye may win a dubloon in the mini game!
Both deckswabber and deckball also used to give out dubloons too, too bad we can't get dubloons from them anymore

It's not stated in the game description. If you could get things like that in a game they would most probably mention it.
