yes they did that. at first they made the less rare item more abundant which cause them to deflate in value. anubis petpet was at one time, restocking in 6-7s at a time. item of rarity close to 90 were actually restocking in 2s at a time. then they decide to make everything stock less often and in lesser quantity again. then they further decided to make r98-99 stock even less often, which cause massive inflation.
