Are the Shops restocking?

Because whenever I Go to the tiki tack shop the sohp is empty and I get the challenger... am I RS banned or are they not restockng?

If the Tiki shop is empty, you're probably banned. It's never empty. Last r/s I saw was a couple of mins ago.

the tiki shop can be empty. i check the battle magic shop because nobody is going to pay 100k for a 5,000 item. #9 is the shop i think
