Okay, so I'm ready to spruce up my Pet Page a bit, however, I don't know how to implement anchor text. Who were does? I would REALLY appreciate it if you could help me out with this!

Isn't anchor text hyperlinks?
Anyway this is how you do it, if anchor text is hyperlinks.

Nope. It's the ability to scroll to a specific point on a page. Like a specific paragraph in a story, for example. This allows you to click a link and it will direct you to that paragraph.
