It counts. You can use pokemon. But preferably an actual person and not a pokemon.

Because than the judges can see how hard you worked to make your set and you wouldn't be able to just paste a picture in a frame and write a your name on it, well you could, but you would be out pretty fast.

So we can see what you've done to it (effects, recoloring, picture reconstruction, etc.). It's easy to take a picture with a nice existing background and just crop it to size, and add text and a border (I do it all the time), but it takes more intuition to create a new background and add effects.
