Some people are saying "yes", others are saying "no". I managed to collect using an account that had its location registered as Canada and some of the others have been able to collect while not registered as Australians. I think its got something to do with the main page won't work properly but some people have been able to collect using the process link irrespective of location:

I think this is true...I cannot get prizes from my old account, but when I try my sub account, I could! :)
