Soo...I think my mother messed with the Java stuff on my computer a couple of days ago...so basically my question is: how do you tell if JavaScript is enabled, and, if it's not, how do you enable it?

This isn't an expert opinon, but on http://www.neopets.com/neocam2.phtml if you can click on those pics, then javascript should be fine. This is a quick opinion - may not be 100% accurate ;)

Tools->Internet Options->Security (Tab)->Internet (Icon)->Custom Level (Button)-> Scroll down almost to the bottom and make sure that "Active Scripting" is enabled.

Note that this is different than ActiveX. Which is near the top.
