Revenge?
Recently my ex has gotten one of her friends to call me at around 9 pm ish, which is bad enough because my brother is asleep by then and that wakes him up, but the conversations are the weird parts. So yea. Last night was the wierdest. I dont even know this gall and shes calling me and saything things like (a snipit) "im a panther. a 'mating' panther" only a different word in mating place. The other times shes just on the phone just to annoy me, so i was wondering what to do. I havnt done anything to either of them that would cause them to do that. at least i dont think i have.

Ask them to stop, and see what happens. If they keep calling, find out if you can block specific callers on your line and do so if it's possible. Most prank callers will give up after that.
Seriously, don't retaliate, if that's what you're thinking. They sound like the type of people who would escalate this into something even more unpleasant if you tried to get back at them.

That's not fair, though, because why should he let her tie up his phone line when he might have other important calls to receive.
Personally, this counts as harrassment. You should find out if you can take legal action. If not, you should at least call your phone company to find out how to block them.

From what I understand, he doesn't want anyone to be calling around 9pm because his brother is already asleep. So it really doesn't matter if the phone is tied up or the ringer is off.

But as everyone said, let them know it's bothering your brother and if they don't stop, find a way to block them through your phone company or blast music as werepup pointed out.

Having that go at you is disconcerting, especially as it starts off relatively low...
As for Proper revenge, I would advise against it.
