I've always assumed something was wrong with PPT, but since being on the forum at my friends house a week ago, I've realized my computer has something wrong with it.

First of all, the bold, italics and pretty much every button does not work when I click on it. When I'm creating a new post, I click the 'B' and nothing happens. Nothing whatsoever.

Secondly, whenever I place a 'spoiler' in my post or if I want to see someone's spoiler, I cannot see it. Even when I click on it or anything of the sort.

Does anyone know what I can do to alleviate this problem?

Could it be a javascript issue?

If it was, would that explain why just my computer is not working with these forums? Or is that a problem within the forum itself?

Yeah - could be a problem with your computers' settings. Try checking the settings using the links Paul provided.
