I'm confused. I want to put an offer in for an object that has an asking price of 1 mil, but I'm only allowed to put 800000 in for it. Huh? What am I supposed to do?

Let the person know so they can put it in a NF-only auction for 1 mil. Either that, or offer 800K plus easy-to-sell items totaling 200K.

If you're trying to offer a million, I would send a neomail to the person you'd like to trade with. I would tell them what you would like to trade, ask if you can become neofriends, and then ask if an neofriends-only auction could be set up instead.

You don't have to do it the neofriends-only way....it's just a lot easier. If it's set up as a regular auction, then other people can bid on it and you have no control over whether you actually get the item.
