Not sure, but officially Daylight Saving goes into effect at 2:00am regardless of direction (forward/back).

Oh, haha, I've always heard it happens at 2am EST - they always emphasize the time zone, so I kind of assumed the whole country skipped the same hour (except for the places that keep the hour). My time skips from 11am to midnight NST, though I'm never awake to see when NST changes.
